97	write_billing_summary needs to be updated for 4-digit years	Eric Swenson	Eric Swenson	"write_billing_summary, used during bills generation, currently is documented and written to accept a 2-digit year.  That year must be >69 and is assumed to in the 20th century.  It does accept a 4-digit year, but if given one, will emit incorrect dates in the report.  

It should be updated to document a YYYY argument rather than YY argument, should only support a 4-digit year and not assume 1900 + YY.  The report should not hardcode 19 in front of the 2-digit year.
