Description
The history comment for change #3 change(1999-06-23,Haggett) has no approve nor install field.
This is because this change must never have been approved (it came from ACTC) and because when I installed this change into MR12.6, I didn't add an install history comment.
We should do something to allow "hcom check" commands to produce a clean result in the future. Probably we should make up a fake approve field that represents our installation of all the ACTC Y2K fixes. And I should add an install field for when we integrated these fixes into MR12.6.
