Add support to hierarchy backup commands for volume pool use

This ticket proposes an enhancement to the hierarchy backup commands to support new -volume_pool and -no_volume_pool control arguments that allow the commands to use a volume pool in a similar way that the volume backup commands use volume pools. Unlike volume backup, however, no automatic management to tapes will be performed (requires much too much work). But simply allowing backup_dump (and friends) to allocate tapes from a pool will obviate prompting for tapes in cases where an administrator has established a volume pool.
