Permit history_comment Entries in Info Segs
It would be useful if history comments could be added to info segments, at the option of the developer and auditor. Certain info segs may be complex in content, documenting many subroutines entrypoints, or many subsystem requests; and may be subject to significant changes. In this period where Multics is operating only on simulated hardware, with changes coming from a distributed community of developers, it is useful in tracking down issues to understand the origin of all changes.
