Change multics_libraries_.ld defaults for library_fetch to add sss.include library

Description
Defaults for library_fetch are setup for fetching source files. Include files are source inserts for source files.
But current defaults in the multics_libraries_.ld descriptor don't list sss.include directory among dirs library_fetch looks in by default.
This omission should be corrected.

MCR10105 was submitted proposing this enhancement. Changes in that MCR have been implemented.
