lds active function displays incomplete error when library not found

Description

Invoking the following command line:

format_line "&1" [lds pn log]

When the active library descriptor does not define a "log" library, results in the incomplete error message:

library_descriptor: Invalid argument.

MCR10115 will correct this problem.
