Remove base_system.ini and Devices.txt from QuickStart

Description
Currently, QuickStart releases have two "emulator" files: base_system.ini and Devices.txt that perhaps should be left out of the ZIP file. Just a the "dps8" executable must be "added into" the QuickStart, perhaps we should have these files added in as well so they can be kept in sync with the emulator executable.

base_system.ini has been removed from the QuickStart. Devices.txt is currently still there.

Actually, we should leave Devices.txt in the QuickStart ZIP file for now, but remove base_system.ini
