Fix set_acl.info to properly display help -brief information.

When displayed via help set_acl -brief, the information includes some long textual data inappropriate for -brief mode.

Syntax as a command:  sa path mode1 {User_id1...modeN User_idN}
{-control_args}

Arguments:
 path   modeN   User_idN

Control arguments:
 -brief, -bf           Select either of the following control arguments to avoid the ambiguity   -interpret_as_standard_entry,
 -chase                that occurs only when modeN is null and you use the star convention in      -inase
 -no_chase             path:                                                                     -segment, -sm
 -no_sysdaemon, -nsd   -directory, -dr                                                           -select_entry_type STR,
 -replace, -rp         -interpret_as_extended_entry,                                               -slet STR
 -sysdaemon, -sd         -inaee

For such an important Multics command, this should be corrected.
