Bug identified in archive's update_handler_.pl1 subroutine

Number 36 is part of a single numbering across the archive programs (the archive command's handling of protected archives, bugs 2 and 3, is proposed to use update_handler_); the line number is that of the MR12.8 source.

Bug 36: for an entry in the root directory, the protected-segment query shows the path as >>name, line 68

The query "Do you want to update the protected segment ^Ra>^aB?" builds the path with ^a>a, so for an entry in the root directory (directory name >) the path is printed as >>name. Expected: the path as pathname_ forms it (>name). This affects every caller of update_handler_. Found by inspection.
