Update Multics library descriptor for new >doc>obsolete (obs) directory

Description

We're planning to make obsolete the validate_info_seg (vis) and move its executable to the >obs library (and source/object archives to corresponding >ldd>obs libraries). We're also replacing help and help_ and will putting renamed versions of these (old_help and old_help_) in >obs.

Because validate_info_seg may be useful for comparison purposes (to test out the new verify_info functionality that replaces it), we'll keep the info segment for validate_info_seg in >doc>obs. This directory does not currently exist, so this ticket is to create it and add an entry for it in the multics_libraries_ descriptor.
